If the Drum is not turning I would guess the belt or motor has gone.More likely the belt.Belts are not that costly but fitting one would be the hard part.
If I knew someone that could fit a belt I may give it a go if not the price of a service engineer replacing one would make me think about a new one.
Been looking around and you can get a new condenser tumble dryer from £170 for a 7 kg load one.
