New wiper motor or problem with electrics on my ford KA?

My rear windscreen wiper is very slow like it's struggling to move. I can use it once then next time I come to use it the fuse has blown. Does this suggest a faulty wiper motor or a problem with the electrics to the wiper motor?

sounds like you have a seized bush in the motor,you could try some penetrating oil onto the spindle and you never know it may help
