Assuming fuel is reaching the pump. Take off the side plate operate the stop control and see if anything moves if it doesn't then see if you can move the horizontal shaft with your fingers . This whole area is complicated by the governors being part of the pump and if the original suggestion doesn't help I would suggest removing the pump and taking to a specialist.
