I would look at the caliper cylinder for a broken seal or if there is any rust around this area, if so I would then use wd-40 and a pair of monkey grips, and work the piston in and out to make sure it is moving freely. obviously there will be resistance in pushing it in but it should be adequate. I would also check the groves that the pads sit in that the pad is free to move here, if there is rust present i would give them a light sanding and apply copper ease. also make sure the gudgeon pins are free to move in the pad bracket. wd 40 and copper ease again
