Ford KA steering rack?

the ball joints on the steering rack of my 51plate KA failed the mot, we managed to replace driver side but cannot do passenger!! Does the whole rack need to be taken out, he doesnt want to hammer and chisle them as he thinks its unsafe!!!!!!!!! Help....
