How do I complete the installation of the deck? to get the pto to engage?

I am trying to install a deck on an MTD Wizard lawn riding mower. I cant find a pto engagment switch on the tractor. and what is that flap in the center of the deck that goes up and down and how does it attach to the tractor also what engages the pto?
