car not starting?

98 golf not starting just replaced started and bat
trey. last year replaced cap and roter
sometimes startes most of the time turn key all lights come on and no start

If the starter is not turning at all check the starter relay. Could be failing starter motor, but relay is cheap and easy swap first.
