18 hp kohler motor?

I have a lawn tractor that won't start. It has a spark at the plug. It seems like it's not getting any gas. I poured gas in the carb and it ran for a few seconds. Gas runs through the line to the carb. I took the carb off and blew air through where gas goes in and gas blew out the front opening. I put my hand over the front opening and blew air in again and gas blew out the back opening. There is a solenoid that screws out of the bottom of the carb. Could this be the problem?

Yes. Check that there is battery voltage present on this solenoid when switch is at run or start. If so, there should be an audiable 'click' when power is applied. If there isn't, it's either gummed up or open circuit. That means no fuel to the main jet.
