Snapper Comet drive slips on hills?

My dads' old, old snapper comet drive slips when climbing the slightest grade. I have inspected the drive system and filled all lubrication points to proper capacity. There seems to be no way to increase the pressure of the driven wheel to the drive wheel. Is the driven ( rubber ) wheel simply worn?

The rubber has most likely hardened over the years. A Comet were first manufactured in the 1960's and may have some collectors value.
