Hayter lawn mower blade does not start?

Hayter Harrier 56, blade does not start when the blade lever is pushed down. Tried shortening the clutch cable by adjusting bolt/nuts under the machine with no success. Engine is running OK. If it is not the problem of the clutch cable, what else could it be?
