Condensor tube Icing up?

Aquired a GE profile PFS22WISBWW french door bottom freezer. Replaced control card wr55x10942 and Spuco 3n1 relay capacitor. The refridgerator runs normal and contol panel is operational. The cover for the back where the condensor is missing. One of the tubes going from the condensor, the one with the fitting on it is icing up. will this issue cause a performance problem. The fridge is running in my garage for now.
Will covering the back make a difference?

back freezing on to the condenser can be related to a system/gas issue.it can also be attributed to poor insulation around pipework.Not an easy one to say oh yes its that
