Countax C 300 H mower petrol feed?

My Countax C 300 H mower Honda engine is not getting any petrol. There is flow to the carb, but it is not getting to the engine, so it won't start!
It has a solenoid valve, but I'm not sure how to check it.
Or there may be a blokcage in the carb?
Any experiences??

With the switch at START or RUN, there should be 12V on the carb solenoid. If not, fix that first. There should be an audiable 'click' from it when you switch on. If there is power, but no click, the solenoid is either faulty, or mechanically jammed.
