It may be due to the cheap plastic rods in the handle that control the valves for the fluid dispenser. under the reservoir you will see the water lines and the valves they attach to. with the cleaning fluid tank removed squeeze the trigger and see if it depresses the valve. if not the problem is in the handle and the CHEAP plastic rods that activate the water valves.
