when i type in the internet address the website does not come up, however it does work on other user accounts. When i come to close the internet explorer window it says that the program is not responding, again this does not happen on the other user accounts on my computer, is it a problem with the settings on my account only, if so what can i do to fix this problem????

One solution is STOP USING INTERNET EXPLORER!

Try an alternative, i suggest Mozilla Firefox. You will learn to love it :P Tabbed browsing, a host of other features and it's not by M$. Get it from www.getfirefox.com.

To install, try logging onto another user account and downloading the installation file. Save it in your shared folder, log on with the troublesome account and install.
