Engine not running properly?

I own a Briggs & Stratton Lawn King 35 Classic

The engine when running seems not to get up to full revs and sounds sluggish it still works and cuts but will labour.
I have removed the sponge air filter and cleaned then replaced but still no joy.

There isnt a great deal of info to go on you may want to check the two springs on the carb (underneath the air filter) wd 40 the whole area, the mechanism may not be moving properly. Clean up or replace the spark plug or if the engine is "hunting" increasing and decresing in revs and almost cutting out the diaphram needs replacing.
