where is headlight fuse in a 1995 renault clio?

the headlights switch on at lowest setting, but will not flash or go onto high beam at all. i've checked the fuses (changed for new ones) but i'm not even sure if i've changed the right ones; in the book there's "LH side and tail lights" and the same for "RH side" in the fuse box, but nothing that actually says headlights.
some websites suggest there might be a second fusebox; where might that be; I certainly can't see one under the bonnet! it's been suggested that it might be the stalk on the steering wheel, but this twists to operate low and main beam, and pulls back and forth to operate flash. low beam works, and so do the indicators...could it be the stalk?? i'd really like to see the fuse before i do anything else. does anyone know where it is??!! thank you amanda :-)

i found it!! under the same grill as the windscreen washer tank; took me ages to find that, too, when i first got the car!! (it turned out not to be a fuse, though. will have to go to the garage!!
