how or where can i fix trimmer?

I have a qualcast hedge trimmer the motor runs and blades move but it does not cut?

the blade nuts must have vibrated lose tighten each bolt up fully then back a couple of flats, if the bottom of the nuts are cone shaped hold with pliers
the blades rubbing together should keep them sharp.
