My DC03 works at the attachment handle but no suction on floor plate?

The handle attachments are great, but the floorplate has very little suction. I've checked for blockages and renewed the belt. Any ideas

I believe that the clutch may not be working - ran dyson and they asked me if roller brushes were going round. When told them no they said clutch and would cost a max of £55 including parts
