how do i replace drive belt on a citroen berlingo 1998 model

With Difficulty! You should replace with a 'set. Drivebelt/Cambelt/Bearings.' When stripped to do 1, it's well worth doing the others as they may soon fail also. The bearings are large, for 2/3 items driven by Drivebelt. My 99 Berlingo cost £160 recently to replace them.
