Oh dear Roger, We are the best alarm engineers in the UK, and you question one of us, I would start off with the on board fuse, and not by looking at it, We all use a process of elimination, untill we find the reason. Risco's bell boxes will not go into alarm unless the tampers are closed, but you would know they are closed N/C because you would have 13.6 on tamper return, if you are able to reset your alarm back to day, then there is no tamper fault, Guess what Roger you may have even wired it wrong.
My advice to you Roger is dont question the very best engineers in the country because we do find it offensive. Your alarm by the way is a very poor excuse for a control panel made by Texecom. Texecom are are a bit like what Skoda used to be for cars. Cheap and nasty. Scantronic or Honeywell Galaxy is where you should be. Mind you i think the resistors would scare you, 1k-1k or 2k2 4k7 Oh dear Roger have we lost you on the basic's.
