Is this the whispertone canister or upright?
On the canister nozzle, you have to make sure the two center screws are removed before taking off the cover. And, it may be stubborn if the cover was never off bvefore.
On the upright, there are two sliders in the center that have to be unlatched first before removing the bottom plate.
