How do I replace the belt on my Hoover Steam Vac Deluxe?

My scrubbing brushes (5) don't rotate when there is any resistance applied to them, but rotate freely when the unit is upside down. I think it's probably the belt, but I can't figure out how to get to it! It's a Model #F5865-900.

After searching the net unsuccessfully, I went to my local repair shop and found out the following: The brushes ARE NOT mechanically driven! No belt, no motor (directly), I was flabbergasted to learn that the brushes are driven by AIR! On the top of the unit, by the brush/scrub on/off switch there is a small clear plastic cover, behind it is an air filter. This filter gets clogged with dust, lint, etc. Clear this filter out, and those pesky little devils spin like new! No wonder it doesn't clean very well. You would think that they would power those brushes with somehing much more substantial than air: i.e. gears, a belt, a motor, even hydraulics...... go figure. Can we make things any cheaper?
