Element, or thermostat, You would need to check them both, using a test meter, thermostat would show short cct, at low temperature, so that element could switch on, Element will show a small resistance, Open cct, ie no resistance it has gone, needs to be replaced, search on web for model No, you will find lots of places. Or get someone in.
