Lever 19 on my Bernina 730 will not move?

I don't sew much and I am making a dress for my grand daughter. Button holes are required. My manual says to pull downwards on lever #19 between both stops. I cannot get lever to move. Help

Try WD40 in case it may be stuck failing that you will need to take it in for repair.
