Remove the carb as a unit and take it to any reputable garden machinery repairer. They will have a device called an ultrasonic cleaning bath, which will deep clean the carb and get into the bits you can't with wd40 and such like. Shouldn't cost you more than £15-£20.

If I knew I wouldn't tell you they are like rocking horse """"
so you have got the carb off, clean well and use plenty of WD40 spray liberally until free, should work OK.
