Can I adjust my Berkline rocker recliner?

Perhaps I am too big for the chair... When I sit down, it rocks back so that my feet are way off the floor. When I pull the lever to allow the foot rest to raise (and the mechanism to recline), the back wants to go all the way back to the laid out position. I would prefer it not roll so far back on the rocker. I would prefer to sit with my feet up and my back also up. As it is, if I put my feet up, the back falls back to full recline.

There appears to be adjustment underneath as there are 8 slotted bolt holes but I couldn't get anything to slide after I loosened the bolts. Any help would be appreciated!
