have power major tractor and have rebuilt the engine in frame it is to tight to turn over. cant tow it as has bucket

Have you tried turning the engine with the injectors removed? If it still won't turn, I would think you have a build problem. Perhaps wrong bearing shells if it is locked tight, or possibly excess oil (or some water) in the cylinders causing "hydraulicing".
