zoomed in and discoloured screen?

how to fix a zoomed in bluey colour display on a packardbell computer i have tried everything would it be that i need a new graphic card ??

It looks rather like a monitor about to bite the dust to me, especialy if it's a CTR monitor.

Older CTRs thend to get wrong, often smeared, colours. I got one that was tinted green with bluish smearing.
They also tend to become blury over time.

They also have a fly-back capacitor. If that capacitor no longer corectly hold it's charge, the image will effectively zoom in and become darker. Changing that capacitor often costs about as much as buying a new monitor, if you can still find one to replace the old one.
The image may also looks like it's shaking or rapidely zooming in and out by a small amount.


Final word:

You need a new monitor. Your video card is just fine.
