Replace the starter cord on a Qualcast Suffolk Turbo 40 mower?

The starter cord on my Qualcast Suffolk turbo 40 petrol mower has broken and from what I can see it appears to be in a unit which is sealed with rivets. Can someone please tell me how I can access this with ordinary tools so that I can attach a new cord?

Undo all the bolts to remove the engine cover. Then take the quantum power sticker off and hammer the metal bit through.

so ar I have removed the petrol tank and the top metal housing. I can now see the fly wheel to which the cord is attached but method of attachment not yet clear.
