how can i fix my interior fan?

my interior fan doesn't work the motor has been tested and it works,fuses are ok but it doesn't switch or neither does the ac or air recircling what would the fault be?

there should be a resistor inside the heater, ive found over the years its that. but they are not cheep to buy.
