May have been tipped incorrectly (you should always tip the engine backwards) try removing airfilter sponge which is probably oil soaked. Wash it in soapy water and dry. Then add a tablespoon of clean oil to sponge and rub through until slightly sticky, replace filter and restart engine. (never start engine without filter in place)
