Putting a carburetor back on?

I have a craftsman yard vacuum engine model 143004500. I just took off the carburetor to replace a broken fule line clamp and the fuel fitting (part number 631807). The original fuel fitting wouldn't come out of the caburetor housing. So I removed the bowl and flushed out the fuel fitting with caburetor cleaner until it came out from the needle vavle. After putting it back together I noticed that the Governor link wasn't opening the send butter fly when the throttle lever was on run.
Did I connect it wrong or does the engine control the govener and it will open on its own?

The engine should run the governer.
as the the engine increases or decreases in power, it will calibrate the amount of power it needs itself.
