Zanussi tc481w wont heat up?

The dryer dont heat up however one of the three heating element wires has power going through it when the dryer is running. Does this mean that the front thermostat is good and its the heating element or should there be power on 2 of the wires to the heating element.

The stats on the back of the heating element seem to be a fixed unit. Will get the multimeter on it at the weekend as it is the inlaws. They are happy to replace the heating unit including the 2 stats as this dryer is about 8 years old.When you unplug the power block for the heater unit and turn the dryer on there is power in one of the three wires is this right or should there be power through 2 of the wires. There is a third stat i belive is under the front and the drum has to come out but i havent found this one yet. Cheers

remove the element and look on the back of it.is there a resettable stat?.if so press it,refit and test.make sure stats on the back are closed circuit with a multimeter
