ford transit 2002 plate fwd rear brakes not working?

just had a mot fail on my van, garage never said what it was but mot refusal says offside rear parking brake recording little or no affect. bloke said could be cable,shoes, any ideas what it may be as im more than capable to do the job just not too good at fault finding all HELP would be very very gratfull thanks

when you have checked and cleaned out rear brakes,you need to make sure handbrake adjustment is wound off,then adjust up rear brakes,then finally adjust handbrake cable.if not adjusted in this way,cable can become coilbound in drum and feel like a good handbrake but isn't

remove the wheel and remove the brakes.free off and clean.reassemble.Make sure the handbrake cable moves freely in the outer sheathing
