3 things here.1 is the inlet valve is letting the water in to the machine through a faulty inlet valve.2 is the water pressure is low to your washing machine not closing the inlet valve properly.3 is if you have connected this to a spigot under a sink rather than a stand alone waste then it could be coming from the sink or another device such as a dishwasher connected at the same point under the sink
