failed smog 1988 toy 4 x4 4 cyl FI?

now on M2 rpm meas/2340 CO2/12.9 O2 1.6 : HC Max/180-GP330 meas 154, CO% Max/1.00 GP 2.50 meas 0.65 Pass

The vehicle failed the ignition timing check due to engine rpm being out of tolerance.

since that test the plugs, wires, cap/rotor r/r, oil chg, air filter, gas cap and an exhaust leak fixed. While I was changing the air filter I noticed something odd, noticeably intentional, as the metal is peeled into the inside of the housing for the air filter. This is a pretty good size cut. I stuffed it with a rag to eliminate any extra air flow through this area. Since then the "sewing machine type whine ceased, the idle seems to have changed somewhat, though inconsistent. Could this hole affect the performance to the degree as to not pass smog? I'm going to straighten the gash out (I'd say a 3" v shape and pushed in 3/4 ") and JB weld it closed. I'm female and need to know where to start otherwise. The truck runs great, doesn't smoke, doesn't burn oil, no problems with ck eng light.? Help A friend helps me here at home with it but ? any clues
