would start with the basics and make sure the filters have been done,make sure there are no fuel pipes rubbing/chaffing and unions are tight and secure and no leaks,check tank cap is venting properly,check and adjust tappets to correct setting,would check all these before you start getting into pump timing and wasting money on expensive parts
