tractor wont turn over?

has new battery and starter all wireing checks out but wont try to turn over unless spark plug is out

you may well find your engine has a decompression valve on it this is normaly an extra lobe on cam shaft that lifts the exhaust valve on start up wich reduces the compression of the engine
i have seen a few fail on kohler engines as the gear on the cam is plastic
