1972 vw beetle with suzuki gsxr engine fitted ?

hi,engine overheating .water level ok, cannot see any leaks hoses seem ok.I cannot work out how the electric fan works. and am I right in thinking that this fan should operate when the engine gets to a certain temperature.the car is going over to south africa in january.I would like to sort the overheating before it goes to the new owner.any advice on testing the fan and associated components would be appreciated.

How long has the engine been fitted in this car? has it ever run at the correct temp.
the beetle is a rear engine car and is the radiator getting enough cool air thru it, I know all the Suzuki GSXR's that I
Have had dont like to sit in traffic without having air rushing thru the radiator. and thats the radiator positioned just behind the front wheel, loads of fresh air available.
Check that all comb is dirt free and air can circulate ok.
