you could have a weak wiper motor due to worn brushes /contacts.or it is possible that one or more pivot points on the wiper mechanism has seized.take wiper arms off by removong the nuts and pull arms off splines,give them a good blast of wd40 and also all pivot points on wiper mechanism,as for the wiper wash check for 12v/dc on the wiring connector on the motor located at the bottom of the fill bottle.this will give you a good indication as to weather the pump/motor is at fault,or if there is a fault with the wiring or function stalk.also check the fuse,but normally wipers and washer are on same circuit (same fuse).
