how to fix auto transmission of 206 peugeot STATION VAGON A4L?

it does not change gears at even 2500 rpm after driving hard on revs, then it changes, what could be the problem.the diagnoses said speed sensor but did not eleborate?

if no speed sensor reading it will remain in first until fault recognition then third. speed sensor points forward on rear of diff housing
