Is there a common fault with the Hoover VHV 781C tumble Dryer?

There is power at the socket outlet and the 13 amp fuse has not blow yet turning on the dryer has no effect?

Is there an internal fuse?

The Unit is located in an External brick garage? Is there a thermal cut out so if the temp drops below a fixed point the dryer will not work?
