do you mean that the drum or disc has turned on hub flange,sounds like drum or disc fixing screws missing? you need to align holes then position wheel holes to match, if just off position, align with screwdriver or similar.

Thats a new one on me, the holes on a wheel moving position, now that's magic. Or, it could be, that the spare wheel is off a different car, simples!
