We have removed the panels and stretched the tamper spring as per manual but it does not rectify problem what else can we do?

SD, please, it's a TAMPER fault (beeps 9 times), that is what the Veritas 8 does when it has a TAMPER fault.

That information has been given and that's the fault.
9 BEEPS = Tamper fault.

As it is a universal tamper loop with this panel, there will be no circuit indication that goes with it, get the idea?

There will be a pair of wires connected into the terminals marked as TAMP, that is where the problem is likely to be, where ever these wires go.

Could also, possibly, be the SINGLE wire that goes into Term 'C', that is the bell box A/T return, a neg voltage of abt 13v DC but I would have expected the 'bell' to have sounded also

Look to what is alarmed, what does the unit tell you, which sensor is active, streatching the tamper spring will only help if tamper fault. Check the unit that is alarmed, Have you fully reset after the alarm, where you opened the box.
