My morco d61b water heater is burning with large yellow flames which is causing the heat exchanger to soot up I have changed the regulator and cleaned the burner but still the same does anyone have any suggestions I was told it is lack of oxygen if so how can I fix it

Chris, it looks like you damaged the "jet" when you cleaned the burner (poked something in the hole to clean it) this is a no no or is still partly blocked. remove and blow it out with air.
