there will be something in the float needle seat that is stopping the needle from seating and stopping the flow of fuel into the carb or it could possibly be a split float and therefore the float may not be floating on the fuel anymore as it will have lost its bouyancy.either way there is a vaccum tap fitted to this model and the fuel should not keep flowing when the engine is stopped so that probably faulty too,get the carb off and see what going on inside it
