electrolux ceramic hob?

my electrolux ceramic hob will not heat on two rings on 1 2 and 3 settings but ok on 4 and 5 , model no ekc5544/ekc5545 insight

some have inner and outer elements on the plates so might have blown the inner section HOWEVER for 2 plates to fail together seems strange!
