How can I fix my Troy-bilt 5.5 HP Tecumseh snowblower ?

Doesn't seem to be running at full engine speed(almost like choke was still slightly engaged). Bogs down & stalls when throwing little snow.
Starts right up but does a small backfire when I shut it down.

Is the carburetor a siphon feed or gravity feed? By the backfiring when you willingly shut it down is an indication that it is running rich, like you said like the choke is on. Is the choke cable pulling the choke all the way off? If it is gravity feed the needle might be stuck open a little bit.
