problem on b9 burner unit?

i have a oil boiler b9 burner unit ,burner keeps locking out ,have not got any power to coil lead fitted new lead , new photo cell and lead, and c/box checked wires connections stuck what els to try ,any thoughts thanks.

no power to the oil pump solenoid ?
has to be a faulty control box, if a new photocell fitted.
you should have in sequence
fan spinning, ignition electrodes sparking, then oilpump solenoid actuated, then if a flame is sensed by photocell, solenoid kept open.
if no flame, the photocell will cut feed to the pump solenoid and lock out.
