if a definite click can't be heard when turning adjuster,linkage in drum may be broken,common fault on these.

remove the lower rubber grommet in the backplate and you will see the adjusting wheel,use a screwdriver and both sides are up to adjust the shoes,if the wheel doesn`t move then probably seized
